The article on the federal government’s new seclusion and restraint rule appearing on page 1 of the July 6 issue suggested that the new rule amends the 1999 Medicare/Medicaid “conditions of participation” governing use of seclusion and restraint for psychiatric hospitals. The rule applies only to residential treatment facilities treating Medicaid patients under age 21.
